据记者了解,对于需退运回国的跨境电商包裹出口、海关特殊监管区域跨境电商出口、跨境电商出口海外仓的商品,经海关审核为原出口商品1年内退回的,可以复运进境,其中跨境电商包裹出口商品可单独运回也可批量运回。对于跨境电商出口商品不退回国内市场仅需退回海关特殊监管区域的,企业按照海关特殊监管区域管理规定办理进境入区手续,可按规定在区内对退货商品以保税状态进行仓储、维修、分拣打包、加贴标签及运单等整理并复运出境。申请退货的企业应当已在海关开展跨境电商出口业务,并建立企业退货商品流程监控体系,向海关开放生产作业系统,承担退货商品必须为原出口商品的主体责任。有跨境电商出口退货需求的企业可联系主管地海关了解相关情况。
